Summary
In Greece, biostimulants are regulated now through a new ministerial decision (B’1074/10.03.2025), that also regulated products that are not considered being fertilisers, such as soil conditioners and growth substrates.
The Decree describes 8 categories of products, their specifications, as well as the related label requirements, including biostimulants. It amends the Law n° 1565 on Fertilisers, which provides provisions, i.a., on the labelling and quality control of fertilisers, as well as penalties in case of non-compliance and the establishment of control laboratories.
It excludes “simple or compound solid ammonium nitrate fertilizers with a high nitrogen content, exceeding 28% by mass, in relation to the ammonium nitrate contained in the fertilizer, as these products may only be placed on the market in accordance with the provisions of Regulation (EU) 2019/1009”.
Biostimulant products are defined under Greek law as having “The function of stimulating plant nutrition processes regardless of the product's nutrient content, with the sole purpose of improving one or more of the following characteristics of the plant or the plant's rhizosphere:
- Nutrient use efficiency
- Resistance to abiotic stresses
- Improving quality characteristics, or
- The availability of nutrients in the soil or in the rhizosphere"
Also, the biostimulant activity must not result from the addition of substances intending a phytohormonal action of the product on the plant.
Allowable components for biostimulants are amino acids, humic and fulvic acids, seaweed extracts, plant extracts, carbohydrates with special action, microbial preparations, products made from extraction, hydrolysis or fermentation of raw materials of natural origin, vitamins, silicon-based products and mixtures of all of these different types of products. The Decree also provides for minimum requirements and mandatory information to be provided on the label.
Fertilisers, including biostimulants, as well as their raw materials used to formulate them must not harm “humans, animals and plants, pollute the environment and reduce the fertility of soils and the quality of agricultural products, in accordance with paragraph 2 of article 2 of Law 1565/1985” and “contaminants must not exceed the limit values as defined per category in Annex I of Regulation (EU) 2019/1009”.
The label must contain the following information at minimum:
- Company name
- Trade name of the product
- Product type and composition
- pH and conductivity (where relevant)
- Organic matter content, degree of decomposition, where relevant
- The net or gross weight in kg or l or cm3, as appropriate.
